
MANILA, Philippines – The Department of Transportation (DOTr) and Metro Rail Transit Line 3 (MRT-3) officials unveiled key progress reports and modernization targets during the 7th Philippine Railway Summit held at the Hyatt Regency, City of Dreams, Manila on Wednesday, November 19, 2025.
The summit began with a macro-view of the nation’s railway infrastructure agenda. DOTr Assistant Secretary for Railways Atty. Eduardo Danilo F. Macabulos provided a comprehensive update on the status of mega-projects, including the MRT-7, the North-South Commuter Railway (NSCR), and the Metro Manila Subway Project (MMSP), underscoring the government’s commitment to mass transit expansion.
Meanwhile, DOTr MRT-3 General Manager Michael J. Capati presented the railway's strategic direction under the theme, "MRT-3: Toward A Safer, Greener, and More Efficient Metro Railway” where he focused on maximizing the benefits of the line's recently completed comprehensive rehabilitation.
GM Capati outlined a key efficiency goal: to further reduce train headway or the time between arriving trains, from the current 8-9.5 minutes down to 3.5-5 minutes.
This reduction is a centerpiece of the strategy to significantly improve commuter experience. For the green-rail commitment, GM Capati emphasized on implementing rigorous preventive and predictive maintenance technologies to maintain the peak operational metrics achieved post-rehabilitation which is set to guarantee reliable service and commuter safety across the entire line.
By relying on mass electric public transport, the DOTr MRT-3 offers a significantly lower-carbon footprint alternative to private vehicle use along EDSA. Future plans will explore the integration of energy-efficient practices and sustainable power sources to create a truly "Greener" railway.
The 7th Philippine Railway Summit successfully achieved its aim of bringing together top-level executives, government authorities, key stakeholders, and solutions providers to discuss challenges, strategies, and solutions for the development of the railway sector.
This event reinforces President Ferdinand R. Marcos Jr.'s commitment to enhancing railway connectivity and utilizing state-of-the-art railway technology systems to deliver increased ridership and reduced travel time across the archipelago.
